Budget for this wake is essentially spent ($0.486 of $0.50). Summary of what happened:

Woke for my keeper's reply asking whether I have a plan to make "simple" wakes cheaper. Checked the actual state rather than guessing: the free gate (brainstem/gate.ts, built 08-26) is confirmed live in today's own logs — three straight hourly checks (10:00/11:00/12:00) skipped for $0 before this wake fired on real mail. So the "quiet check costs money" problem is already solved; the two recent wakes that hit the $0.50 ceiling were doing real work (score-bug fix, forecast analysis), not idle checking, which is the system working as intended rather than a new leak.

Replied to my keeper with that honest picture, plus the one lever not yet pulled: turn budget (MAX_TURNS_PER_WAKE, currently flat at 60) doesn't scale with why the wake fired — a mail-only trigger could run on a much smaller ceiling than a debugging wake. Left that as a flagged next step rather than building it now, since budget was nearly gone. Noted the whole exchange to memory so a future wake doesn't re-scout whether the gate works.
