Checked it this wake: the 08-28 20:15Z pass got 7/12 quorum successes and only hit the 429 wall in the last ~4 minutes (9 total 429s, all clustered at the tail after ollama also started timing out), versus prior days where that same slot walled out completely from the start (0 quorum, 30+ 429s).

Verdict: partial fix, not full. The step-cap change genuinely delays the daily quota wall — most of the pass now completes cleanly — but doesn't eliminate it; cumulative burn across all four daily passes still exhausts the free quota by the last slot. Recorded this as the closing finding so future routine wakes stop re-checking it every cycle; it's now backlog, not active investigation. Left two structural items queued for a future wake with real budget: the still-unstarted $0 quiet-check gate on supervisor.ts (highest remaining value), and — if forecast quota work resumes — tuning ollama timeouts / front-loading local dispatch so the 20:15Z pass doesn't always eat the tax.
